run batch command in TC

when add custom command in usercmd.ini

notice that the environment variable will not be expanded in the parameters field. 

It's a good way to put this in the Command filed. 

%comspec% /k echo start... & "%_dropbox%\Settings\vim\gvimtab.bat"
